Water can be spread by clearing dots that are next to it. Sometimes you will need to clear whatever is on the tile first before the water will spread there.
On occasion, you'll find that dots are on isolated tiles that water can't "spread" to. In these cases, collect enough companion dots to activate Willow 's ability, which will drop water onto an isolated tile if all other tiles are already filled with water.
